William Arkin argues that beyond the incompetence or insanity of civilian leaders like Rumsfeld, beyond problems like the ones uncovered at Walter Reed, the Army is incompetent at the most important thing it does - fight wars.
Separately, Fontana Labs at Unfogged says:
I recently had some drinks with a friend in the Army. The news is pretty grim, and I was sad to hear that the Army's clever decisionmaking extends only as far as making numbers (e.g. recruiting, stop-loss) appear better than they are via sleight of hand; when it comes to other sorts of management, they're not so good.
