I suspect, based on my time on the water, that it was highly unlikely that the barge could have stopped or changed course in time to avoid a collision by the time the danger was apparent.

Stopping and maneuvering distances on the water are a whole nother thing.

Afterthought: If the Duck people failed to notify the Coast Guard or the Harbor Master, I suspect that they will have some troubles ahead.

The Delaware in that area is quite rough and requires careful handling in a small boat. Even on a still day, it is significantly choppier than it is from the airport south.
